A cooling tower cools warm process water by using evaporation. A small amount of water evaporates, and that evaporation removes heat from the remaining water.

A dry cooler cools warm process water with outside air only. The water stays inside a closed coil or circuit, and fans blow ambient air across it. No evaporation is used.

A chiller does more than reject heat to the outside air. It uses a refrigeration circuit to actively cool water or glycol to a precise set temperature, even when that temperature is lower than the outside air can naturally achieve.
